Presidential Declaration on Advancing Local Manufacturing of Health Products in Africa

The Presidential Declaration on Advancing Local Manufacturing of Health Products in Africa, adopted on the margins of the 39th African Union Assembly in Addis Ababa, reaffirms the continent’s commitment to strengthening health sovereignty by scaling up local production of pharmaceuticals, vaccines, diagnostics, and medical devices. Heads of State, Ministers of Health, and partners recognized local manufacturing as a strategic pillar for Africa’s health security, recalling prior AU decisions on pooled procurement and regulatory harmonization. The declaration acknowledges Africa CDC’s leadership in operationalizing the African Pooled Procurement Mechanism and advancing the Platform for Harmonized African Health Products Manufacturing, while setting a continental ambition to meet at least 60% of Africa’s health product needs through local manufacturing by 2040.
